Overseer

We made this after doing some digging about python and node.js vulnerabiltiies, and i wanted to make a solution to keep up with stuff as i know node.js libraries can be a issue for live or online services. if you have a venv package you are safer, but it is good to check audits and update if severities are high.

- Overseer scans a folder you pick: npm audit, pip-audit, and hidden files. Report only. It does not auto-update packages.

- Windows: FIRST-RUN.bat then Run One Scan.bat (or Run In Background.bat). Linux: LINUX-README.md. Results: data\overseer.db and data\overseer_latest.csv.
